Unfortunately, this basic feature hasn't been included in Adobe XD yet. But bullet points are still achievable via the use of plugins. There are two worth looking up: "Bullet" and "Lists Plugin". Bullet is much easier to use and works pretty much how you would expect while Lists Plugin lets you get more granular with your settings to position the bullet points and apply padding exactly how you would like.
