I am getting message when i try to pull up localost, My browser seems to be blocking it

What local web server application are you using? Have you tried this on another browser like IE or Firefox to see if the error persists? It maybe the Chrome browser that's causing this error or an addon that's conflicting with the local web server.

What web server application client are you using? WampServer, XAMMP, etc? It maybe an issue with the application. Where you able to view the home screen when you installed it the first time and if so what did you do from that time to the time you first saw the error pop up?
