Personally, I haven't tried any of these but will be looking into them in the coming months. I haven't heard of http://www.peopleperhour.com/ so thanks for mentioning it!
I too am curious as to how people find clients.

To do this, I suggest setting up your own portfolio website and building your brand by adding useful/relevant content and connecting with people via a blog and social media.
A portfolio/blog would help get organic traffic which will in turn, bring you clients over the long run. Approach it as if you are an actual business and not just as a sole freelancer.
Example: http://justcreative.com/
Hope this helps, Nicholas

11,927 PointsGood points! I think setting up a blog is a great way to attract and impress potential clients and employers. A blog could benefit you in the following ways:
- Improve your writing and communication skills (and your technical knowledge, if you write about technical things)
- Show people that you're actually human, and express your individuality through your blog posts
- Show other's that you're passionate about what you do
Your blog doesn't need to have a lot of traffic for it to accomplish the above.

3,823 PointsAnother thumbs up for oDesk and Guru. If you have a few existing clients, then maximizing social media sites + offering promo/discount for referrals seems to work well.
Many professionals work solely from referrals!

12,613 PointsWhen you can't find clients that needs a website from ex. people per hour, you should look after webpages from local stores/businesses and if they're webpage is crap, why not contact them and offer them a better webpage. You must convince them why they need a new webpage and why your new interface/design can help that business land more customers.
