I dont see either SHAKE or Argon2 so what would be the best option for people using phpMyAdmin. I am very fresh into this topic. Using wordpress if that gives any clarification.

Depending on version, the WordPress password hasher uses the PHP native password hashing functions or implements the Portable PHP password hashing framework. For more details, check the wp-includes/class-phpass.php file of your distribution.
