Aren’t custom workspaces available in the Application Bar, not the Control Panel?

Twice in lesson between 1:45 and 2:00, it is noted that custom workspaces are accessible via Control Panel. However, it seems the demonstrated pulldown lies instead within the Application Bar. One quiz question also specifically targets this. Thanks and best regards.
