A constructor is called each time an instance of a class is created (most often with the new keyword). They always have the same name as their class and never return a value, but otherwise have the same structure as any other method.

Your method signature is correct except you can't use access modifiers for method arguments (They are always accessible inside the method). Now you just need to provide a body:

public GoKart(String color) {
    //Do setup 
}
