Seemed to accept

  public void drive(int laps) {
    if(barCount - laps <=0)
    {
      throw new IllegalArgumentException();
    }
    lapsDriven += laps;
    barCount -= laps;
  }

I thought it might be an boundary condition, but it passed for me with:

if(laps > barCount) throw new IllegalArgumentException(); 

as well. So I tried copy and paste with your method and it worked.

I think

if(laps > barCount) throw new IllegalArgumentException(); 

Is the best approach , and should work absolutely fine.
