I am interested in designing and programming my own iOS mobile game. What is the cheapest and easiest way to access illustrator and photoshop to go through the courses and learn how to make my own game (and subsequently design and make my own apart from the courses)?

I don't think Adobe is selling perpetual licenses to their software anymore. You can get the software through a creative cloud subscription where you pay monthly for access to the software.
You can start off with 30 day free trials of both photoshop and illustrator. I would decide which course you're going through first and download only that trial to make sure you don't run out of time on the other one.

Adobe's creative products have never been cheap and more than likely never will be. My advice to you is to try out a 30 day trial and see what you think. If designing is something that you would like to do as a career then great, have a look at Adobe creative cloud. If you are a student at a University you will be entitled to a discount which makes the pricing slightly more fair.
An alternative to Photoshop which I have been using and would highly recommend is Bohemian's Sketch 3 - http://bohemiancoding.com/sketch/

I think it was a misunderstanding that adobe was giving away photoshop cs2 free to everyone. It was for those who previously owned it so that they could still activate the software because adobe had shut down their activation servers.
