On Adobe Photoshop Elements 11, when I resize the image, it doesn't allow me to put in the number of pixels, only centimeters, millimeters, percent, picas, points, and columns.

To resize in pixels, you do it in Image>Resize>Image Size, but you have to turn on Resample Image first, since you are resampling when you change the absolute pixel dimensions of an image.
