I feel like it could be an indentation but still am not sure. I cant seem to figure out what my loopy function is missing.
def loopy(items):
for item in items:
print(item)
if item == "STOP":
break

You should check to see if your item is == 'STOP' before printing otherwise you will not break when you need to.
SPOILER below is the code that passed for me
def loopy(items):
# Code goes here
for item in items:
if item == 'STOP':
break
else:
print(item)
You could also remove else: as well and simplify this a bit
def loopy(items):
# Code goes here
for item in items:
if item == 'STOP':
break
print(item)
