HTML How to Make a Website Creating HTML Content Use the Navigation Element

I cant get the unordered list elements to appear as links. I have followed the code and it still is giving me fits

I need to figure out why the closing anchor and li tags are red.

One example of how to make an unordered list element would be the example below!

<ul> <li><a href="contact.html">Contact</a></li> </ul>

I just tried it and it worked for me... <ul> <li><a href="contact.html">Contact</a></li> </ul>. I used notepad ++ and a link was made.
